Is a non-European company required to comply with SCIP?
Companies based outside of the EU are not required to comply with SCIP. However, non-EU companies are obliged to provide the required information and support their EU importers in making SCIP submissions.
Out of scope are also retailers who supply products to the consumers without making any alterations.
Who is required to comply with SCIP?
Any company in the scope of the EU Waste Directive must comply with SCIP:
- EU manufacturers and assemblers
- EU distributors, importers and other actors placing articles on the EU market
- Distributors who supply articles as received and make no modifications.
What is the format of a SCIP notification?
The format must be XML-based and compatible with IUCLID (.i6z file extension)
What is a SCIP notification of an article as such?
It is a dataset which includes in the concern elements section all the information related to the SVHCs present in the article.
What is a SCIP notification of a complex object?
It is a dataset that includes one or more link components datasets of either an article as such or other complex objects. Each component dataset must include the information related to the SVHCs present in each component of the complex object.
What is an article as such?
An article as such is a one-piece component, such as an alarm knob, a handlebar grip or a blade.
What is a complex object?
A complex object incorporates two or more components, each of which can be either an article as such or another complex object. For example, a complex object can be a camera, pencil sharpener, audio system and microwave.
Are the SCIP reporting requirements applicable to all products or only to new ones?
The SCIP requirements apply to all products sold on the EU market.
Do we still need to comply with SCIP if our products have industrial use only?
Yes, you do. All products, regardless of their use, must be reported to SCIP.
What information do I need to submit to the SCIP database?
You will need to submit "technical" data which provides information related to substance, article and their association.
Is SCIP related to RoHS and WEEE regulations?
The SCIP database is established under the Waste Framework Directive and linked to article 33 (1) of REACH. Thus, there is no direct relation to either RoHS or WEEE.
